Now, to answer your question:

You cannot use Step 7 (v5.5 or V15,1) to program a S7-200 PLC. The programming software must be S7-MicroWin, and if you need to install it under Windows 10, you need MicroWin v4.0 SP9. Even though Siemens does not support Windows 10 with MicroWin officially, these discussions say that it will work:
