I can't make any new requests either.

I get to a page requesting to be a registered account or include information like my name, company, phone, etc...which I already have.

Yup, I've tried clearing my cache and using different browsers.  No luck.

Another buddy of mine tried as well and he is getting the same issue.

I received the answer from the responsible persons that the issue is already known. As a workaround it is advised to log out and log in again until the misconduct has been resolved.
