I don't know if there is a "standard" solution for this but I would use an RS Flip Flop from the free function blocks. See my attached screen. 

I think this is a bad idea - having the pulse handling inside the drive.

There are reasons Siemens configured the inputs to trigger on leading/trailing edges with sustained signals in between.

In the absence or loss of power to inputs, the drive should respond.  When using pulse inputs that somehow latch inside the drive, you lose that automatic desired response.

Are you using a PLC to interface with the drive?
