I faced with almost the same problem but I want to read the value of one discrete input. 

In Step 7 it looks like this, and compiling works normally:

#Value:=IX[#AdrByte, #AdrBit];

How the same operation should look in TIA Portal ? I'm trying to migrate this code but obviously it isn't correct for TIA

The PEEK_BOOL instruction is preferred for the S7-1200 and S7-1500. 
Which PLC do you have?

I read discrete inputs like this:

%I0.0 (actually, with the PLC tag associated with I0.0).

However, you are saying you want to read Inputs indirectly - like for an HMI Input status screen (faceplate) where the screen instance FB defines the start address, and the HMI object defines which offset.  In that case, I agree peek_bool is fantastic.

Or, PEEK_BYTE to read 8 bits at once and then use bit slicing to pick off the specific bit.

As I stated in my last reply: PEEK_BYTE.

It is not as straightforward as S7-300, but that is because Siemens designed the s7-1200/1500 PLCs to be more efficient using direct addressing, and provided additional supporting structures to help implement with a safer more efficient way of programming that does not require a lot of manual memory manipulation that can easily get wrecked with one small typo that cannot be detected at compile time.

Switching from CPU319 to CPU1516. I manipulated with absolute addressing like:
%DB101.DBB[#byte_Nr]  // works fine on CPU319

and I use
"Name_of_DB"."Data_Line"[#box_Nr]."byte_in_the_line"[#byte_Nr] // on the CPU1516

and this works fine. Unfortunatelly, the operand "byte_in_the_line" is UDT, the array of bytes.

What I need is kind of direct addressing  - slice - addressing like

Name_of_another_DB".%B0 := value; // works fine

how can I get the byte number variable:

Name_of_another_DB".%B[#index] := value; // ?
