TIA V14 Installation error

While I was trying to install TIA V14 , it was showing"api-ms-win-crt-runtime.dll" missing in your computer. I have tried two times to install it but each time this message was appeared. Any combination of three options: 1) Contact Siemens using the "Support Request" link. 2) Do a web search for [ win7 fix "api-ms-win-crt-runtime.dll" ]. 3) Update Windows 7.

This installation tries to acquire KB2999226 from microsoft update. This fails and therefore VCRedist is not working correctly. Surely by updating windows 7 you can install it. Check the 'Compatibility Tool' to see which versions are compatible. Best regards!
