WInCC Can act as OPC DA (DCOM based) and OPC UA Server and Client.

So fi you want to get Data from WinCC, WinCC should act as OPC Server.

Your application should be able to act as OPC Client or has an integrated OPC Client.

How to set up WinCC as OPC Server you can find in the WInCC manual or help system, everything should be explained.
