A digital sensor is what you need when doing the task as quoted above.

The sensor gives an ON pulse each time the "organ" (?) rotates. 3000rpm means 50 pulses for every second. A counter will count 1 increment every 20ms.

But your program may need a number value. That means the count for a preset time needs to give you that number value.

ok but this sensor cant capture this if it just can send 0 or 1

I think I know yes.
a proximity sensor works well by sensing the 
presence or not of an object in front so if in 
front of a rotating organ it does not work.

but same question i dont understand howe a proximiti sensor can do this on a rotational equipement (motor)
