It is not possible to respond.. you are not telling our volunteers how the text source looks like.

Simplest solution I can think of is to create a character constant in the PLC tag table (to make it easier to convey to others the intent of the string building statement...):

USER CONSTANT (in PLC Tag Table)
QUOTE = CHAR = $' (it may appear as "$'")

Then in SCL, build your desired SQL command string as follows:
[If you create String constants for each part of the string being built..]

#SqlCmd := #StartOfCmd + "QUOTE" + #TextInQuotes + "QUOTE" + #EndOfCmd;

The above is the string that i want to store in a variable. But when , i ran the command using the dollar solution, it is including both the inverted quotes along with the dollar symbol. TI only want my string along with the inverted quotes not the dollar.

Hopefully you have seen how the $' needs to be a "character" which gets concatenated into the string and not simply placed into the string contents.

Thank you so much for your answer. But, i am not feeding String from an HMI. I am using this string on condition basis as shown in this code.

I need to input it from the code at a certain condition. as shown in the fig, if the variable counterSeconds = 29, then it has to store that particualr string in the array of strings. As suggested before, in the code, I am using dollar symbols to include Inverted quotes, But when i am simulating it, Dollar Symbols appear along with the Inverted quotes . I just need inverted quote while simulating. It is a SQL comand and so feeding along with '$' gives an error. 

Please let me know if you still need more info.

Thanks for the Suggestion. I am not sure whether i concat the string in right way or wrong way. 

Is this how you are suggesting me to do it? or is there any other way Because, when i concat $ as a character, like in IN2 := '$', then its througing an error. but as in the way that in the picture, i am getting the same output string which has a $ with inverted quotes.

There is no denying that you do have a problem. But it is not the {$'} that represents the single quotation mark (also called apostrophe character).

Note that the CHAR tag can only carry x1 ASCII character.
The online view will always show the $-sign (escape character) for the special cases.
Simulating the KTP700 is a trick to show the WYSIWYG view.

I suggest that you try and capture the text that is sent to your PLC. Analyze the characters that you receive. Look at string length and the ASCII code of the characters you get. Be watchful for non-printable characters and white spaces.
