 Any solution that you have identified? For my case my colleague is able to transfer the license using his laptop ALM without issue, this indicate the license is not faulty. However, when i try on my laptop it show the same error dialog. I have reinstalled the ALM with V6.2+Sp4, my TIA Portal is V18

Split from ALM PROBLEM.

Your situation is critical. It warrants a direct conversation with Siemens. Speak to your supplier or create a support request to get assistance from the official support team.

As alternative fall-back use the offline license transfer procedure. Study the documentation on what multiple steps can be expected.

Assuming your PG/PC and your colleague's PG/PC are on the same network (LAN/WLAN) and are able to ping each other, you can try temporarily configuring the other PG/PC's ALM to be a license "server" by enabling license transfers.

Then you can use your ALM to connect to the other PG/PC.  Once connected, you can try drag-n-drop the license from that PC to your PC (C: to C:, not remote PC USB->local PC C).

If that works, maybe your USB port is not write-enabled.

I know my I.T. dept's defaults disable USB writing, so I cannot transfer licenses from USB to C: because it has to delete the license after copying to the PC - which means writing.  It fails, and then immediately removes the license on C:.. I know, I tried copying and yanking the USB stick (for a V12 license I didn't care about)... 

Maybe your PG/PC's USB write is disabled by I.T. group policy?
