Controlling a control valve.

I am beginner in S7,I have a project to control two valves and read flow from 2 flowmeters I am using an Et200s. -one control valve reduces pressure from 10 to 8bar. -one control valve control water flowrate. -two flowmeters for reading flow. I need help on how to start my program.
