Upgrade from distributed safety simatic maneger to TIA

We now have a client asking for 1513F, so I will need TIA Safety. Can I use this software to upgrade my license? Will I keep the possibility to program F PLC's using Simatic Manager? With the Combo you hav licenced the Safety in Simaticv Manager and in TIA V13. Note! You also need TIA Step7 Professional V13 to programm and configure the S7-1513F! Regards Christoph
