Here is the exlaination to the Situation:

The Basic Panels do not have a buffered Clock. So if you turn off the Panel the clock will be set to an initial value.

You can create a DateTime Field in your Runtime Project and show it in one of your screens. then you can set the System Time (if you set the Field to an In-Output field with Systemtime)

But you will get the same situation after rebooting the Panel because its not buffered.

To get an good solution use the Links of the last Post do use a Time Synchronisation. So if the Connection to the PLC is established then the Clock will be set automatically.
