Yes, it is possible, as both TIA Portal and Step7 V5.5 will compile and transfer code for the target CPU platform. Once on the CPU, it can be loaded in any software that can read from that type of CPU.

I verified by creating a project in TIA Portal V14 SP1, downloaded to a CPU315-2 PN/DP, and uploaded into a new project in Step7 V5.5. You will lose symbol information, of course, as you would normally.
