How set the NAV block in CFC

Because I have FM 458-1 DP, EXM 438 and I have incremental encoder to sensing the revolutions of electric motor. I try to set it and then I turn on the test mode in CFC (and switch on the electric motor) but on the Y output of NAV block appear nothing. Best Regards POLIP
