Hello everyone,

I recently bought a new Desktop and performed a factory reset to start clean. It is running:

• Windows 11 Pro 24H2 (Build 26100)
• All the latest updates installed from Windows Update
• Region: Singapore
• Device fully updated and activated

I'm trying to install SIMATIC WinCC Runtime Professional V19.0, and during the installation, it fails at the FIRSTINSTSQL2019STD step with the following error:

ClassicProduct setup result: 26: Installation failed  
More details can be found in SQL Server log file.  
Intermediate ExitCode: 1603  

After that, all other components are skipped.

I’ve already tried the following:

• Run installer as Administrator
• Enabled .NET Framework 3.5 and .NET 4.8 in Windows Features
• Turned off UAC
• Disabled SmartScreen and Defender temporarily
• Used the built-in Administrator account
• Verified my user is in the Administrators group
• Manually removed all existing SQL Server traces before attempting reinstall

Despite all this, the error persists.

Additional details:

• I tested with an older build of Windows 11 24H2 on a virtual machine and was able to install successfully
• I also attempted to install TIA Portal V19 on the same physical machine and encountered a similar SQL-related failure
• Back in April, I successfully installed TIA Portal V19 on a similar desktop (same generation/specs) and no errors occurred
• I also installed WinCC Runtime Professional V19 on two Siemens IPC servers running Windows Server 2022 for a redundant runtime setup, and there were no issues at all during installation

Questions:

1. Does WinCC V19 officially support Windows 11 24H2 (latest build)?
2. Are there known compatibility issues between SQL Server 2019 and this new Windows version?
3. Are there any Windows Features, roles, or registry settings that must be enabled beforehand?
4. Can I manually install SQL Server 2019 Standard and link it to WinCC manually?
5. Is it possible the latest cumulative updates are causing the SQL installer to silently fail?

I suspect something has changed in the Windows 11 24H2 environment that breaks compatibility with the SQL installation used by WinCC.

Any help or recommendations are appreciated.

Officially, not even Windows 11 23H2 is supported.
