Dear fellow programmers,

I had a similar issue installing tia portal V19.

After checking the logs I found out the problem was installing UrlRewrite2.

After checking the installation logs of UrlRewrite2 I tried to run UrlRewrite2 manually and got the error  "The IIS 7.0 CoreWebEngine and W3SVC features must be installed to use IIS URL Rewrite Module 2". Which let me to the root of the problem.

The root of the problem for me was that the windows feature IIS Management Console was turned off.

You can either turn it on by going to windows features => Internet Information Services => Web management tools => IIS Management Console OR if that doesn't work (which was the case for me), you can run following script in an elevated command prompt (powershell): 

Enable-WindowsOptionalFeature -Online -FeatureName IIS-ManagementConsole -All

Step 1: 

Check if your IIS (Internet information service) is active, by writing localhost in the browser. If the page is with error like unable to reach, you found the problem. 

Step 2:

If you have malwarebytes or some antivirius like that disable first. Remove the IIS windows features from control panel and add again the features. It may took a while. After that reboot the PC and try to reinstall the TIA with the antivirius disabled.

Step 3:

If the step 2 deosen't work try to reset your windows from settings. After reset install windows updates and try localhost again in the browser. It should work. This was the solution that worked for me.

I had the same issue trying to install V19. After turn on IIS feature, I'm able to complete the installation of V19. Tks to you all.
