Do you have a router defined in the PLC's profinet configuration? I think you may need one so the Scalance can act as a router and pass traffic from the remote I/O to the local scalance and then to the PLC. Otherwise, the PLC is expecting those devices to be in the same subnet. Are those Scalance devices configured to pass everything to all ports in both directions? In other words, no firewall or network management features enabled? If not, attempt to configure them that way as a test to see if they are blocking / not forwarding some required PN traffic. If you temporarily run long network cables from the main PLC to the remote I/O, do the remote I/O devices show up? If not, you need to assign their PN name and IP first. I suggest using Proneta, or locally connect your PG/PC to the remote Scalance and use Portal's Project view -> Online Access -> Network adapter ... and configure the remote I/O devices first. And of course, here are some standard troubleshooting things you can do with the existing configuration to help isolate the problem(s). Ping all 3 remote devices by IP, Scalance K9501_2 & AP9421_1, Remote I/O A9161_1. If you can ping all 3, then you have a chance. With the VPN configuration posted, you seem to realize not every required protocol is routable, like DCP which you already made allowances. If you can see every device using Project -> Online Access, make sure every device's PN name and IP match exactly as shown in your posted image. Lastly, you likely know considerably more about networking and VPN than I do. If I said something you know is incorrect, just realize that's not my area of knowledge - other than generalities that help me quickly use searches like "site:siemens.com profinet remote I/O not reachable wireless scalance" and see what comes back.
