If the firmware is downgraded from v4.5.1 to v4.5.0, is the program in the PLC safe?

Ask the original plc programmer to send you an archive of the project.

Download v17 (and install latest updates).

Then you should be able to upload the PLC project.

However, the original archive is better.

error is :

could not determine type of module Rack offline.,

if i downgrade frameware from v4.5.1 to v4.5.0 my program in plc is in safe?

Downgrading the firmware is not going to solve the problem. How sure are you that Step7 V17 was used to program the PLC? Also consider showing us some screen captures (placed in ZIP file) of the error message that appear. 

Take a screenshot of the online access showing the working pane (from the online diagnostics -> General??) where it shows the TIA Portal version used to load the current PLC project.  That's what I keep looking for and is recommended rather often when people cannot upload from their PLC and post a new topic here.

Since the PLC was definitely loaded using V17, make sure you have the latest V17 update(s) installed.

Then follow the instructions to upload the current project.

I recommend not pre-selecting a S7-1214 DC/DC/DC with firmware.  Let portal figure it out.

You are likely having problems because the project firmware is something like V4.1/V4.2 and you are assuming it is v4.5 which will cause an upload to not even attempt to start.
