Cannot Copy any Blocks to PLC

Using a CPU 410E single station with PCS7 v9.1.  Yesterday I was able to download the program to the PLC no problem. Now, I can download the hardware configuration, but get the message "unable to copy OB1".  The same started happening with other blocks.

I have tried a memory reset, and verified that there is no OB1 in the CPU. Just SFBs and SFCs, along with System Data.

I deleted every other block, as well as the entire list of symbols from the symbol table, leaving only OB1, just to see if it would take, same error. There are no memory bits or addresses outside of the CPU range.

I tried a new project with no blocks or code whatsoever, same problem.

I have tried a factory reset as described in the 410 Process Automation manual, but when powering on the CPU with the reset button held, it immediately goes to self-test and I haven't waited through the entire 7 minutes with the reset button held down (no battery backup).I then tried this with a battery installed, and the CPU never seems to truly factory reset ... according to the manual, a message should show up in the diagnostic buffer that it was reset to factory settings; however, this doesn't happen.

Access protection level is 1 without password protection, and no password is configured. I've also tried this with protection level 2.  No difference.

Additionally, there are IO modules (1x DI, 1x DQ, 1x AI, 1x AQ). Nothing strangely configured.

Wasted the last few days with this. Can anyone help?

I was actually able to resolve the problem; turns out it was software as opposed to hardware related.  After digging through a number of manuals, it turns out that direct download to the PLC through simatic manager is not possible with PCS7; a CFC chart is required.  When compiling and downloading that, even an empty chart, all blocks are downloaded to the PLC.
