Can anyone tell me how to convert pulses from encoder to rpm in a plc program. It would be helpful if anyone has a ladder diagram for this.

Which PLC you are using? 

You can use HSC in device config, for S7-1200 and connect your Pulse to one DI and configure the HSC based on that. There are example programs as wee shared by Dennis which works great and easy.
