S7-PLCSIM for simulation of the S7-1500, S7-1200 CPU as well as SIMATIC WinCC Basic for configuration of Basic Panels and SINAMICS Startdrive for configuration of drives are included in the product package. *SIMATIC STEP 7 Basic V15.1* is the easy-to-use engineering system for the small modular SIMATIC S7-1200 controller and the associated I/Os. It includes S7-PLCSIM for simulating the S7-1200 CPU and SIMATIC WinCC Basic for configuration of the SIMATIC Basic Panels. To program a S7-400 CPU (standard), you can choose either Step 7 classic (v 5.6, latest version) or Step 7 TIA Portal Professional (now at v 15.1).

Sounds like you already have either a S7-400 CPU or a programming software available, and you want to know what would be compatible to continue with your project.

The easiest way to find out what programming software version is required for a particular CPU, use the search box at the top right of the forum page to look for the part number of the CPU, and open the Technical Data page.

As you can see in the screenshot below, the minimum software version you can use is shown as part of the Engineering with... section.
