You can eventually download new programs and enter online mode via WiFi, but the first interaction with the CPU must be with a cable.

That is a bit of a generalization. Though making an initial configuring of a device with the minimum of actors on the communication line do make sense.

Which PLC family do you refer to?
What do you use for the first interaction?

Assuming the S7-1200 / S7-1500. Attempt to assign an IP address to the PLC though "online access" in TIA Portal. Ensure the PLC is in STOP when doing so. Other configuration tools that Siemens offers may have a good result too.

-> accessable devices and so on functionality uses DCP Packages. This works in subnets with switches (based on MAC Address).

But most common access Points do not support a "DCP forwarding".

If you would have an accesspoint with this functionality then it should also work with WiFi
