Is it really so, that both S7-1200 and S7-1500 can handle only 4 PTOs?

in S7-1500 series there´s a Technology-module espacially for PTO. Here you can find the manual:

SIMATIC S7-1500/ET 200MP Technology Module TM PTO 4 (6ES7553-1AA00-0AB0)

So in S7-1500 you can have more than 4 PTO.

Yes, but I was wondering how many of those can a 1500 CPU handle.

Actually, I thing I've figured it out. In the Datasheet of a CPU is a section "Supported technology objects - Motion control". There is an index number of available resources and required count of those resources per object.

So for example with this CPU: https://mall.industry.siemens.com/mall/en/WW/Catalog/Product/6ES7511-1AK01-0AB0 I can control position of 10 stepper motors (5 at motion control cycle of 4 ms).

yes, it seems right.

the amount of available MotionControl-ressources is 800 and you need 80 per positioning axis. 

so you can have a maximum 10 positioning axis.

with a higher MotionControl-cycle of 4ms a maximum of 5 axises.
