 I don't see how this problem is related to the topic, however I think this can be achieved with a phase sequence relay, such as Siemens 3UG4512-1AR20.

This relay will indicate a correct or incorrect connection with a (delayable) output.

Unfortunately I'm not familiar with the Sitop PSU's, perhaps these already have this functionality integrated. 

The whole topic does not belong in the LOGO! conference.

And the SITOP does not care if the phases in the input are reversed or not.
