If i understand correctly,you want to set HC0 to 0 if its below 5000 and use restored value if above 5000?

SMB42 can be used in to trigger an interrupt (event 12) if CV(SMD38) = PV (SMD42)
If you don't use the event 12 interrupt SMB42 has no function and can be set any value.

Exactly required:

I have a mechanical movement that is responsible for measuring the cardboard sheets

An encoder is attached to it to measure the length of the carton before cutting

The starting point of the mechanical movement is 0 mm

The number to be entered on the VD120 is the piece of cardboard length (mm)

When 500 mm is inserted into the VD120, the piece of carton is 50 cm

Now the machine is working and the encoder (HC0) has started counting up to, say, 200 mm

The power has been cut ...

When the current is re-connected, it becomes a value HC0 = 0

and starts counting again

In this case, the length of the carton piece becomes 700 mm instead of 500

That is, it considers the previous 200 a starting point

have you already tried to save the HSC to a VD at any cycle then set this VD as retentive and set the counter value fo HSC at start up with SM0.1?

The current value is read and exported to memory and then to SMD38
