No HSP for older TIA Versions

you can use in the V16 Project the last available FW Versio and download it to the Target Device with FW V2.9, this is no Problem.

FW 2.9 is only available in V17. Have a look to the FW-update-notes:

Firmware update S7-1500 CPUs incl. Displays and ET 200 CPUs (ET 200SP, ET 200pro)

You can project one of the predecessors. They will run compatible. You will just get a message in the online diagnostic that there are differences.
