Errror 16#7003: Communication between Siemens1212C DC/DC/Rly and 1769-L16ER-BB1B

Hello , 

I am trying to set a communication to transfer data between Siemens1212C DC/DC/Rly and 1769-L16ER-BB1B through TCP/IP. I am using V18 for siemens and I worked on the siemens template project (https://support.industry.siemens.com/cs/ww/en/view/109782317 ). 

I am getting the error 16#7003 which I believe is a connection error. Do you guys have any idea what to check ? or what to make sure is done? to be able to solve this.
