Now my idea was to try this simple application with the physical HMI while still using PLCsim but TIA portal doesn't allow me to have more than one device online. 

 As mentioned before, you can realize this with standard Plcsim and Nettoplcsim as additional software. It works with classic Plcsim and Plcsim for S7-1200 or 1500 controllers. In your case, set the IP-address of your PC to the IP address the Plc would have. Then restart your PC, before starting any Siemens software, start Nettoplcsim with admin rights and let it capture the Port 102 from Siemens service, let Nettoplcsim open in background. Start TIA portal and open your project, start Plcsim and download your project. Configure Nettoplcsim to connect to Plcsim, and start Nettoplcsim server.

I'm still having issues trying to set up this communication path between my three devices (Physical Simatic HMI TP-1200 Comfort Panel, Windows 10 PC, and Virtual S7-1500 PLC) using nettoplcsim. Can you please go into more detail about how to configure my IP addresses and the nettoplcsim configurations? 

For more information: I'm trying to test a VB Script to see if I can successfully read a file which is in the flash folder on the HMI. I've got it set up so that a button loads the file and then populates a tag in the PLC with the text read from the file. When running the script, I get an error on the HMI saying “value could not be written to the PLC”. I think that if I am able to connect the PLCsim instance to my physical HMI, I should be able to clear this error. My HMI IP is set to 192.168.1.15 and my PLC is 192.168.1.10. Should my PC be on the same subnet? I've ensured that all PLC access permissions are removed and have enabled PutGet. I'm not sure what else to try. Any tips are greatly appreciated!!

 Your PC should have the same IP as the Plc would have. In your example 192.168.1.10 and the correct subnet (common subnet mask would be 255.255.255.0). The HMI wants to access the Plc at 192.168.1.10 where in your simulation your PC with Plcsim / Nettoplcsim would be. If yo configure Nettoplcsim via the browse dialog, the Network address and Plcsim address should be the same.

It's not neccessary to enable put/get for using Nettoplcsim. It supports the variants of Plcsim which can be the S7comm-plus also with TLS encryption.

The best way to start the simulation is, to restart your PC with Siemens software on it. And before starting any Siemens software, start Nettoplcsim and let it capture the port 102. Leave Nettoplcsim open without configuration. Open TIA Portal, start and load Plcsim. If Plcsim is running, confugure Nettoplcsim and start the server.
