To see timer working you need to connect something to Q or ET (outputs).

easiest - connect a coil ---() after a timer and try again.

Additional:
I have seen some simulation issues where you download and the contact feeding the timer was already active. Especially where repeatedly updating a program to the simulator.

Forcing a complete compile and downloading through a "stop" normally sorts out the nonsense I have mentioned.
