As in changing it through a WatchTable? That cannot be done.

That is not to say that there is not an indirect method to do. (Not indirect addressing.) You do not even have to use the CTRL_HSC instruction if you do not want to.

Explain clearly what you mean when saying "manually".

we have mechanical encoder which also measure the length of wire,and if the electrical power disconnect accidendtly the hsc do not count but the mechanical encoder count and I want to enter the value of mechanical encoder into hsc after the power connect(when the power disconnect only the hsc do not work but the system work)

Focus your attention on the technique used. You do not need to copy it exactly. Special focus on the CTRL_HSC instruction and what it can do for your problem. The answer you need is in the link.

I recommend you read in the software help or the PLC manual what the CTRL_HSC can do.
