The CPU224 base outputs consume 16 bits even though there are only 10 physical outputs on the base. Outputs Q0.0 - Q0.7 are the first byte. Outputs Q1.0 - Q1.7 are the second byte, of which only Q1.0 and Q1.1 are present. If you add an expansion module its outputs would start at Q2.0.
