What is the difference between TIA Portal and STEP 7?

TIA Portal puts all the configuration, programming, troubleshooting, for drives, PLCs, HMIs all in a single software package. HMI tags can be symbolic and directly associated with PLC tags. If the PLC tag gets renamed, the HMI tag still works. If the HMI tag gets renamed, the PLC still works. Step 7 is the opposite where it's a collection of mostly coordinated software packages that work loosely together. Separate software package for drives, PLCs, and HMIs. Getting tags from the PLC to the HMI is rather annoying as it's just a hard-coded address. MilersoPisa Guys, what is the difference between TIA Portal and STEP 7?
