Siemens stopped selling these programs a long time ago, you can no longer buy them.
These packages do not run independently, they are additional packages for the software STEP 5 V6.x or V7.x.

Licensing is also required for STEP5 and an authorization program that transfers the license from the diskette to the hard disk.

Better is V7.x.

The last version was V7.23 HF2. This runs under DOS 6.22 and Windows V3.1.
