Communication with IEC61850 - ERROR output of COM block is high

Hello, I have started to work with IEC61850 Communication Block Library for S7-300/S7-400 and I tried to follow the instructions in the manual. But I have a problem. The ERROR output of COM block is high. Also the STATE output must be 12, but it is 13. The following items are used ;
