You may want to consult some of the documentation around TIA Openness, such as below: https://cache.industry.siemens.com/dl/files/533/109798533/att_1069908/v1/TIAPortalOpennessenUS_en-US.pdf Around page 956 is some examples of the XML schema for an SCL file which would allow you to create it for import. Alternatively you could just create an SCL file directly (using C# UTF8 file writing methods) and then have TIA Openness import and Generate from source for you. Given how painful the XML appears, I'd go with the SCL / STL text file option. If you'd need to edit existing blocks, the XML is likely the proper way. Otherwise you'd need to export to plain text, then write to .SCL / .STL file again and then re-import and re-generate. Why Siemens thought exposing this in XML at this level was a good idea is beyond me.
