Error message when installing step 7 safety v.15.1

I am trying to install step 7 safety v15.1 in my PC but i get an error message saying (the product 'SIMATIC STEP 7 Safety V15.1' is an optional package, which cannot be installed without the main product. Please install the main product first). It will be very helpful if anyone could help me out with the installation. Thank you. ------------------------------------------------------------------------------------------ Split from STEP 7 Safety V15.1.
