I used the install disc to install drivers for the MPI adapter.  I was able to establish communication to the PLC CPU and upload the program. No problem.

I disconnected the laptop and then came back an hour later and was unable to establish communication to the PLC.

Then I unistalled all Simatic Drivers from the Device Manager on the laptop and attempted to reinstall the drivers.  The drivers will not install.

The first time I ran the driver install program it took approx 5 minutes to complete.  Now when I run the install program it finishes very quickly, approx 15 seconds.  It prompts me to restart the computer, computer restarts, still no drivers appear in the Device Manager.

I am able to see the MPI adapter in the Device Manager.  It shows up under "Other Devices>Simatic PC Adapter USB A2.  When I look at the properties it displays "The Drivers for this device are not installed. (Code 28)."

If I attempt to "Update Driver" from this properties screen, I am unable to locate any available drivers on the computer or on the disc.

Any ideas on how to get the drivers to install properly again?

Please uninstall the drivers for MPI restart  PC and then install drivers for MPI and follow same procedure for restart.

After installing the drivers,connect MPI cable and  go to pg/pc interface and check with the available drivers for communication and  test them.

with connection of MPI cable the drivers should get intialize when you sort them in PG/PC.

I have uninstalled the drivers.

I have restarted the PC.

I have run the driver CD to install the drivers.  The install program runs but no drivers are ever installed. After the program is completed the PC is restarted.  

Still NO drivers.

I'll be carefully to install/uninstall some drivers, because some situation happened to me long time ago. What I only have need do was reinstall Step7, this only helped me, but this was my situation. Only one thing, there are installed drivers internaly in Step7, probably you don't need to install something else. Remember if you had that adapter in PG/PC interface before you've install that drivers from CD?

Duris is right, normally all necessary drivers are with the Installation of Step7. 

try a repair-installation of Step 7, or better install SP4. Run the setup as Admin, with right-click on Setup.exe -> Run as Administrator. Only Login as Admin is not enough. Deactivate your anti-virus-scan while installation.
