1. In 99.9% of all cases, the passcode 1954 means that programming is enabled and changes can be made. However, there is a relatively obscure means of changing the passcode using P069 to change the passcode from the default 1954 to some other value. If the passcode has been changed to some other value, then that value has to be entered in P000 to unlock the programming.
