Resource DLLs missing when running Automation License Manager

Hello.

I've been trying to install and activate STEP 7 under Windows 10 for quite some time now. I can't get Automation License Manager to work, though.

It installs succesfully, both the version with the installation disc and the updated version from the website, but whenever I run the program, an error pops up saying:

"Resource DLLs missing. Please reinstall the Automation License Manager!"

I've reinstalled many times and tried other various things to no avail. I've come across a list of .dlls installed by ALM, where this line is included,:

• mssoapr3.dll (by Microsoft)- Microsoft Soap (Microsoft Soap Resource DLL 3.0)

and it is pretty much the only place "Resource DLL" is mentioned with the program on the www.

What is interesting, I was able to run it on virtual machine Win 10 (on the same PC) without newest annual update.

this is a know issue with the anniversary update of Windows10,
And Step7 ist not released for Windows10!

 I wasn't aware that it was a known issue. :-) But the fact that it isn't released for Windows 10 isn't always a problem, since people always find workarounds, which is what I was looking for.

Which Version of Windows 10 exactly (Edition, Build Number etc.)
Which Version of Step7
Which Version of Automation Licence Manager

Windows 10 Home, version 1607 (OS Build 14393.82)
STEP 7 is part of the TIA Portal V13.0 SP1 Upd9
Automation License Manager V5.3 SP2

Same issue, I'm on V1607 and OSB 14393.82 as well.

First person to have the issue in my office as I manual check for optional updates regularly, was hoping I could uninstall the update but I'm past the 10 day rollback mark, I had no problems til I tried to install/activate TIA Portal.

For reference if you still have an option to rollback.

I solved it by installing an older version of ALM (installed from and old TIA portal V12 DVD which I have in our office.)

Now Automation License Manager V5.2 SP1 64-bit edition is running together with TIA portal V13 SP1 upd9.

(Second change I did, was the installing directory. During install, I changed the directory to C:\Program Files (x86)\... in stead of C:\Program Files\.... So now I am not sure it works because I'm running the old ALM, or because the ALM is in an other directory.)

 Is there any chance, you can make a zip folder of the old version of ALM and upload it somewhere? :-)
