S7-414-4H redundant communication problem

The system consists of redundant S7-414-4H PLc and MP377 over MPI.When both CPUs are in stop mode and master CPU is switched on, the connection is established. Whereas if the standby CPU is switched on after both CPUs are in stop mode, the communication is not established. Let me know why this is happening and how teh communication can be esablished?
