SFCache is Empty

I deleted SFCache contents (a folder like this: {4af8-2bc6-....-5ad3} and restarted the server, nothing created and SFCache is still Empty. which Service creates the realted folders and files?
how should this folder be created again?

• phready is installed correctly and executed multiple times
• PH sever cofigured correctly 
• all SRV configuration is done correctly according to SIEMENS manuals
