I would like to test PID functionality on s7-1200. Can anybody tell me what is the simplest  and cheapest control system to build, which could be controlled via s7-1200 PID regulator?

the answer to your question is not so easy.
There are a lot of "cheap" posibillities to test a PID wit a1200.
In my opinion is more important that you have a system with slow reactions.
Than you have 

Here my suggestion - temperature control with pwm:

• use a heater, maybe a peltier element or other as load
• use thermo resistor like PT100
• then you can switch the voltage to the peltier element with a contactor or a load relay
  Reversing load relay - ELR W1/ 2-24DC - 2963598 
  
• then you need a analog input card for the PT100
• the output can you switch with a digital output
• use the PIDTemp for the tests

Then you can do the follow

Wire two digital outputs to the load relay (then you can test heating and also cooling)
Mount the PT100 on the Peltier element.

Then you can test the PID with a minimum risk and with slow reactions.
You can learn a lot about PID-tuning.
