Try a repair of your installation to update the installed languages. I recommend at least the following: English (for obvious reasons) And then add French for your install. Be sure and not check Spanish / Italian unless you intend on deploying projects for Spanish and / or Italian customers / operators / technicians / engineers. Be sure and set your project's default language and then set the HMI's default language and a way to switch languages at runtime to French & [English and/or German]. So many painful problems seem to pop up when either English or German is not also deployed to portal projects (PLC / HMI). If you need to fill in some translations, check out the TIA Translation Tool

I ignore available language updates for languages I have not installed in tia portal. [Wishlist] TIA Admin check for installed / configured languages. Then maybe it can split language updates: [Installed Language Updates Available] {Expanded by default}
