WinCC 7.4 - Server not available, Cannot connect to server

On the fresh new installation of Windows 10 and WinCC 7.4 SP1 Update 2, when I try to create the project, I get the message: ____ WinCC Explorer - Server not available. Cannot connect to server -It is not about SQL server, as was suggested in the most of the previous topics. SQL server is running. -It is not about folder permissions, it is not about the administrator account, at least nothing obvious. -It is not about antivirus. So what is it? There have been already 7 questions in this forum for the same topic.Is it some bug in WinCC 7.4? If Windows reinstalling is the only thing left, please let me know. (current: Meltdown and Spectre)" https://support.industry.siemens.com/cs/de/en/view/18752994 There is the newer problem with "Meltdown and Spectre" and the older with Microsoft Windows 10 Version 1709 "Fall Creators Update". All is running and is in auto, all the permission are related to the current user as show in the videos but nothing to do, even create a new project. Before that, I tried to re-install Windows 10 and Wincc from the scratch two times. I simply turned on Windows update, performed the update process, and after restart everything started working fine. A magic wand. In my humble opinion, it was the problem described in the article concerning WinCC with two network cards, which was my case. By claims, it was something on the path between Windows 10 and WinCC, which Microsoft solved by issuing some patch. I would like to hear other experiences.
