Cannot convert the .pdb file to wincc

i need this pdb file to be migrated on wincc i couldn't make it my wincc makes an error of migration tool is not installed

is it possible to migrate op 15 to wincc, if so could you help on migrating the attached file for me  please,

when i try to make migrate it brings the error message " No conversion available for this device "

It is not possible to convert an OP15 project to WnCC flexible.

finally i managed to convert it through pro tool first (to op 17) then on wincc.

just little messed up of with the function keys
