do I understand correctly you want to remote control this third party device with a Webinterface?

Of course you can try to work with the Webbrowser Control of WinCC but in WinCC V7 the Webbrowsercontrol does not support applets or scripting or complexer htmls pages.

Since V8 there is a new more powerful Webbrowser control integrated.

If you find no integrated solution you could also start an existing external Browser on the Runtime System as external program.
