Followed your instructions, During renaming from zap13 to zip, there was a message that this wud damage the file, still clicked Yes

I have attempted this suggestion, using the built-in unzip of Windows 10. It worked.
7ZIP is able to unzip ZAP without needing to rename anything.

Attached is the project that ixo65 gave, but without the complication of the ZAP file. Reminder: This project means nothing if WinCC Comfort (or higher functionality) is not installed.

Reading the user passwords from the project is also not possible. But making new passwords for the users will be possible.

I don't know what you're doing and what you're doing wrong.

I can only tell you that all options work for me, whether zap13 or rename to ZIP.

Finally, I could open the project then attached message appears

Tried by running application of WinCC_V12_comfort_Advanced & then Simatic WinCC comfort advanced V13_SP2 still to no avail

Be ready to share with them a screen grab of which Siemens softwares are installed and which licenses you have.  They will guide you on where to get that information if you are not sure.
