Greetings: You may want to consider uninstalling your STARTER version compeletly and here's a recommended method: http://support.automation.siemens.com/WW/view/en/14361599 One of our customers had difficulty with this version of STARTER like you did. I sent him a DVD with the installation files unzipped to him and it loaded okay. When unzipping the downloads, you should end up with six new folders in the installation: 1) 01_Readme, 2) CD_1, 3) CD_2, 4) CD_3, 5) SSP_CD1 and 6) Unsupported Tools. Open CD_1 and click on "SETUP.EXE" and all should work fine. My installation is okay and help files work great! Hope this helps... |

This behaviour is known, including a solution; but not the initiator itself. It is caused by the security - level of Internet Explorer. The help-files (*.chm) are locally opened on the PC by the IE. It classifies the chm-files as unsecure and blocks them. Work-around: 1. Check with help of your IT-administration in the registry the key [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions] "MaxAllowedZone"=dword:0000000x
