Scaling issue with TIA v19 update 2

I also have a scaling issue with TIA v19 update 2 
First my setup: Using a laptop with windows 10 // laptop monitor 4K i'm using windows scaling 200%
2 external monitors are 2K and 100% scaling

When I open an older TIA then v19 NO scaling issue but when using TIA v19 I have noticed these issue
TIA v19 on internal monitor It will work full scale

TIA v19 on external monitor It will not go to full scale (fully window) by just double click the top bar of TIA OR pull the window with cursus
IF I then switch the scaling of my internal 4K monitor to 100% Im able to run TIA full window on my external monitor
