I use PCS7 v8.2 with 1 ES, 2 server, 2 OS. But sometimes, I download at sever1 (primary server) it only allow "download entire wincc project" but not allow "Changes". after download "download entire wincc project" server 1 report fault as "2" picture. I have to ghost old "ghost file" of server1 and it allow "Changes" when download, I do not why my server1 have that situation.

1. something wrong with the user right. It might due to the time sync issue or other issues. 

2. Check your shared folder / Project folder access right, right click at the folder-> Properties-> Security-> Advanced-> Effective Access-> Select a user-> look for your current user , check the right, and then look for SIMATIC HMI group -> check for access right. 

3. Check all the computer , -> Win+R -> Lusrmgr.msc-> Users/Group-> group-> SIMATIC HMI-> make sure your current logon account is inside the members. 

try again.

try once delete all project in shared directory on server 1 and server 2, do complete download on both.

also check Simatic Shell settings before download, open Simatic shell before download and check do you see Servers.
